It catches people out because nothing has crossed a national border and the truck journey is short. Goods held in our bonded warehouse face exactly this decision when they are finally sold locally.

What Changes at the Line

The physical move is trivial. The customs and cash consequences are not.

Duty becomes payable

Goods sitting in a free zone have not entered the UAE market. Moving them into the mainland is the moment that changes, and the moment duty falls due.

Re-export keeps it suspended

Goods leaving the free zone for another country never enter the market at all, so the duty never becomes payable. Whether they go by sea or by road into the GCC, it is a commercial decision rather than a customs one.

Partial releases are possible

You do not have to move the whole consignment. Stock can be released into the mainland in parts, with duty paid on each release.
